Terry, an ex-marine, sells his possessions to free his cousin from prison. But dishonest policemen hunt him down, take his money, and kill his cousin. Terry accepts the corrupt Chief’s offer of assistance, but he subsequently returns to the town after his friend Summer is attacked for having supported him. Terry is out to destroy the corrupt town and rescue his comrade with all of his might. The film develops as a sinister thriller that looks at issues of survival, betrayal, and corruption.
